TT&T wants to push ahead with WiMAX plans

Thai fixed line and broadband operator TT&T intends to bid in the WiMAX spectrum auction mooted for February 2011, and has already begun deploying infrastructure in anticipation of winning commercial frequencies.

A TT&T source said the telco expects the authorities to auction four blocks of 2.3GHz band spectrum, and expects the firm’s biggest bidding rivals to include TOT, CAT Telecom and True Corp. The unnamed source said that TT&T is aiming for 500,000 WiMAX subscribers within two years of launching wireless broadband services via the wireless technology, including 200,000 of its existing DSL-based fixed broadband subscribers that it hopes will take bundled WiMAX services, in addition to 300,000 new WiMAX customers.

TT&T plans to target the greater Bangkok market, which is currently dominated by True, which claims approximately 70% of the city’s broadband subscribers, and state-run TOT.

The same source said TT&T has rolled out WiMAX base stations in Bangkok and regions surrounding the capital.

The Thai government has approved CAT Telecom’s plan to take full ownership of Hutchison CAT Wireless Multimedia (HCWM), its CDMA2000-based mobile joint venture with Hutchison Telecommunications International (HTIL).

The cabinet gave the green light to the state-owned telco’s proposal to buy out the Hong Kong-based firm for THB7.5 billion (USD233 million), taking full control of the ‘Hutch’ network covering 25 central provinces including the Bangkok metropolitan area. HCWM is currently 74%-owned by HTIL via Hutchison Wireless MultiMedia Holdings, with the other 26% held by CAT.

The deal includes the purchase of BFKT, a wholly owned subsidiary of HTIL, which currently leases the Hutch network to HCWM. CAT intends to take over the management of HCWM from HTIL and merge the unit with its wholly owned ‘CAT CDMA’ 2G/3G mobile network covering Thailand’s other 51 provinces, to create a seamless nationwide footprint.

The state-run operator has already rolled out 1xEV-DO technology across the CAT CDMA network and intends to implement similar upgrades on the Hutch network, which previously underwent a limited pre-commercial EV-DO deployment before HTIL suspended investments in Thailand in advance of exiting the market.

CAT president Jirayuth Roongsrithong said the deal would enable CAT to generate THB4 billion in revenues in the first year of operations and add 1.5 million Hutch customers once it merges its network in the other 51 provinces. He said CAT executives would go into detail with HTIL before signing and concluding the deal ‘within this year’.

Mr Jirayuth also confirmed CAT would rebrand Hutch and set up a new company to handle the business. He added that CAT’s long-term of target was to increase blended monthly average revenue per user (ARPU) from THB400 to THB700. All local Hutch employees will be transferred to CAT.

MNP working committee says August deadline unlikely to be met

Premon Pinskul, chairman of the mobile number portability (MNP) working committee representing five Thai operators, said yesterday that cellcos cannot meet the August deadline for MNP set last week by the regulator.

Pinskul believes that a supplier will be selected this month to install the MNP system and clearinghouse, which will take until August.

The clearinghouse would then need three months to complete system testing, taking the whole process into November.

The MNP committee says that it hopes the regulator, the National Telecommunications Commission (NTC), understands the situation. However, if the NTC still insists on the August deadline, the operators will be fined.

NTC sets 3G licensing timeframe, passes MNP resolution

The board of the National Telecommunications Commission (NTC) has approved a timeframe for granting 2100MHz 3G mobile licences, in a process set to finish in November 2010.

According to the schedule, the NTC will review the details of its existing plan (starting this month) in June, and hold public hearings on the reviewed plan in July and August.

Prequalification is mooted to begin in September, culminating in the granting of licences by the end of November. The NTC’s existing licensing plan stipulates the auctioning of four licences – a 15MHz ‘premium’ spectrum concession and three others of 10MHz blocks each – but it has yet to finalise the details.

In separate news, the NTC board has passed a resolution to order operators to implement a mobile number portability (MNP) system by August this year or else face fines.

As part of the MNP system, cellcos must set up a joint clearing house to facilitate porting, and also revise their internal systems to support it.

The decision formalised an earlier proposal to extend by nine months the original deadline for readying MNP.

Another step towards 3G licensing as lower house OKs frequency bill

The House of Representatives approved the long-delayed Frequency Allocation Bill which mandates the creation of a single telecoms and broadcasting regulator, taking the country one step closer to holding 3G mobile licence auctions.

However, the upper house (the Senate) will not begin examining the legislation for approval until 5 April at the earliest.

The current parliamentary session ends in May and according to the report it is unclear whether the bill can be passed by then.

The proposed legislation would amend the Frequency Allocation Law, which was mandated by the 1997 constitution and has been in effect since 2000.

The current telecoms regulator the National Telecommunications Commission (NTC) has faced legal uncertainty over its authority to issue 3G licences under existing legislation.

DTAC, Thailand’s second largest mobile operator by subscribers, has revealed plans to increase its data network capacity by 30% this month and complete the upgrade of its entire 10,000 base station GSM network with EDGE technology in April.

The network is known to be at least 95% EDGE-enabled already, whilst the data capacity expansion is expected to allow DTAC to accommodate more than 300,000 users simultaneously.

Pakorn Pannachet, head of DTAC’s value-added service division, said the company expected the number of its data users to increase by one million to five million by the end of this year, fuelled by an expected increase of between 30% and 40% in smartphone handset sales. The operator also expects data revenues to contribute more than 10% of its total earnings this year, a slight increase from 2009.

กทช. เผยผลพิจารณาดาต้า โรมมิ่ง ทีโอที-เอไอเอส

แหล่งข่าวจากคณะกรรมการกิจการโทรคมนาคมแห่งชาติ (กทช.) เปิดเผยถึงความคืบหน้าการทำดาต้า โรมมิ่ง 3G ระหว่าง บมจ.ทีโอที และ บมจ.แอดวานซ์ อินโฟร์ เซอร์วิส (เอไอเอส) ว่า ล่าสุด กทช. ได้ส่งหนังสือแจ้งเรื่องดังกล่าวไปยังทีโอทีเรียบร้อยแล้ว

โดยเห็นว่าเป็นการเข้าหลักเกณฑ์การใช้และเชื่อมต่อโครงข่าย (ไอซี) ดังนั้น ต้องรอให้ ทีโอที ไปตกลงกับ เอไอเอส ว่าจะตกลงอัตราค่าใช้บริการอย่างไร แล้วแจ้งกลับมายัง กทช. โดยคาดว่าจะใช้ระยะเวลาไม่เกิน 1 เดือน

Revenues slip by 3%, customer base grows by 5.2% at DTAC

Digital Total Access Communication (DTAC), Thailand’s second largest mobile network operator by subscribers, has reported that its net income fell by 29% year-on-year to THB6.6 billion (USD200 million) in 2009, mainly as the result of a THB2.4 billion one-off gain from a legal settlement posted in the previous twelve-month period.

Total turnover slipped by 3% to THB65.7 billion in 2009, compared to THB67.7 billion in 2008, as revenue from interconnection slid by THB2.1 billion (14.4%) to THB12.7 billion.

However, DTAC forecast that it would achieve ‘high single digit’ turnover growth in 2010, and is aiming to boost sales by focusing on smartphone take-up.

DTAC added a net 975,000 mobile subscribers in the twelve months to the end of December 2009 to reach a total of 19.66 million; it signed up 386,000 net new users in the fourth quarter alone, representing a monthly loss of 41,000 post-paid contracts offset by an increase of 426,000 active pre-paid accounts.

ภายหลังการประกาศใช้การคงสิทธิเลขหมาย (number portability) สำหรับบริการโทรศัพท์ประจำที่ ได้ส่งผลให้ผู้ให้บริการหลายรายเริ่มวาดลวดลายในการแย่งชิงฐานลูกค้าซึ่งกันและกัน

ผู้ให้บริการหลายรายได้เริ่มมาตรการส่งเสริมการตลาดเพื่อรักษาฐานลูกค้าเดิมของตนไว้ในขณะที่พยายามแย่งชิงลูกค้าจากผู้ให้บริการรายอื่นด้วย

ตัวอย่างเช่น กรณีของบริษัทแอร์เทล ที่ได้เน้นมาตรการส่งเสริมการใช้บริการโทรศัพท์ประจำที่เพื่อกระตุ้นให้ลูกค้ายังคงใช้บริการของบริษัทต่อไป (royalty) โดยผู้ใช้โทรศัพท์ประจำที่สามารถโทร.หากันฟรีในเทศกาลต่างๆ

Regarding to the continuing uncertainty over when Thailand will issue 2100MHz 3G licences.

Digital Total Access Communication (DTAC), Thailand’s second largest mobile network operator by subscribers, planned to explore the possibility of further utilising its 850MHz wireless spectrum to expand its trial 3G service (under its existing 2G build-transfer-operate (BTO) agreement with CAT Telecom), in the absence of full network operating concessions in the 2100MHz band.

กทช. คาดเอกชนเริ่มการคงสิทธิเลขหมายได้ใน 9 เดือน

มติล่าสุดของคณะกรรมการกิจการโทรคมนาคม (กทช.) เกี่ยวกับการคงสิทธิเลขหมายโทรศัพท์เคลื่อนที่  (Mobile Number Portability) หรือ MNP นั้นได้ประกาศในราชกิจจานุเบกษาแล้ว โดยมีผลให้ผู้ประกอบการภาคเอกชนดำเนินการให้แล้วเสร็จภายใน 3 เดือน

ที่ผ่านมาบรรดาผู้ประกอบการฯได้ยื่นอุทธรณ์เพื่อขอยืดเวลาการดำเนินการออกไปเป็น 15 เดือน ด้วยเหตุผลว่าไม่สามารถดำเนินการได้ทัน

ด้าน กทช.  พิจารณาแล้วเห็นว่า ควรจะดำเนินการให้แล้วเสร็จตามกำหนดที่ประกาศไว้ ส่วนการยืดเวลาออกไปถึง 15  เดือนนั้นนานเกินไป แต่ กทช. ก็รับเรื่องร้องเรียนไว้ และให้ทางสำนักงานฯ เร่งศึกษาความเป็นไปได้ในทางปฏิบัติ

อย่างไรก็ตาม มีความเป็นไปได้ว่า ทางออกจะไปลงตัวที่ภายในระยะเวลา 9 เดือน ซึ่งเป็นระยะเวลาที่ กทช. พอรับได้ และเอกชนก็ควรเร่งดำเนินการให้เสร็จได้ทันตามกำหนด

AIS and TOT 3G tie-up delayed by up to six months to appease MVNOs

The board of Thai state-run telco TOT has told the country’s mobile market leader Advanced Info Service (AIS) to wait four to six months before beginning the proposed data roaming service on the state enterprise’s 2100MHz 3G network to give its contracted mobile virtual network operators (MVNOs) some marketing leeway.

However, apparently in retaliation, AIS has told TOT to cease voice roaming on its network and scrapped a pricing agreement on call rates for its mobile phone services. It had been proposed that AIS, which operates a small-scale 3G network using 900MHz frequencies, would begin offering its users 3G data roaming on TOT’s 2100MHz network today for a trial period, but TOT has faced an outcry from the five MVNOs – Loxley, Samart I-Mobile, 365 Communication, IEC International and M Consultant Corporation – who are committed to reselling services over the TOT 3G network which launched in Bangkok in December 2009.

AIS had also proposed to invest in TOT’s second phase 3G network expansion in exchange for giving TOT’s 3G customers access to voice roaming on AIS’s nationwide 2G network. However, the newspaper reports that AIS chief executive Wichian Mektrakarn said the Shin Corp-owned cellco had told TOT that it would cease the voice roaming service pending consultation with the National Telecoms Commission (NTC), in addition to suspending a pricing agreement with TOT under which the latter’s customers are charged THB0.60 (USD0.018) a minute for roaming instead of THB1.10.

 He said this was not retaliation against TOT but just ‘fair treatment’ after the telco claimed it would seek consultation with the regulator on 3G data roaming. He questioned why TOT suddenly needed to seek the advice of the NTC when the pair had cooperated for years without having to consult the watchdog.

กทช.เฮติเพิ่มสเป็คตรัมให้ผู้ให้บริการมือถือเพื่อช่วยเหลือผู้รอดชีวิตแผ่นดินไหว

ในขณะที่หลายฝ่ายพยายามอย่างยิ่งที่จะช่วยเหลือผู้ประสบภัยและผู้รอดชีวิตจากการเกิดแผ่นดินไหวครั้งร้ายแรงที่สุดเมื่อวันที่ 12 มกราคม 2553 นั้น ด้าน Conatel ซึ่งเป็นหน่วยงานกำกับดูแลกิจการโทรคมนาคมของประเทศเฮติได้สนับสนุนด้วยการประกาศเพิ่มสเป็คตรัมอีก 12 MHz ในย่านความถี่ 850 MHz ให้กับบริษัท Comcel (Voila)

การเพิ่มสเป็คตรัมครั้งนี้เพื่อรองรับปริมาณทราฟฟิกของการใช้งานโทรศัพท์มือถือที่กำลังเพิ่มมากขึ้น
