DTAC, Thailand’s second largest mobile operator by subscribers, has revealed plans to increase its data network capacity by 30% this month and complete the upgrade of its entire 10,000 base station GSM network with EDGE technology in April.

The network is known to be at least 95% EDGE-enabled already, whilst the data capacity expansion is expected to allow DTAC to accommodate more than 300,000 users simultaneously.

Pakorn Pannachet, head of DTAC’s value-added service division, said the company expected the number of its data users to increase by one million to five million by the end of this year, fuelled by an expected increase of between 30% and 40% in smartphone handset sales. The operator also expects data revenues to contribute more than 10% of its total earnings this year, a slight increase from 2009.

AIS posts 4% annual net profit rise

Advanced Info Service (AIS) extended its lead in Thailand’s mobile market in the fourth quarter of 2009 by adding a net 490,600 new subscribers, higher than closest rival DTAC’s 386,000 net quarterly additions.

AIS’ rate of take-up also increased from its third-quarter increase of 380,300, and by the end of December 2009 it had a total of 28.8 million subscribers, compared to DTAC’s 19.7 million.

AIS also booked a fourth quarter net profit of THB4.1 billion (USD123.6 million), a near-tenfold increase on the THB420 million it posted in the same period of 2008, although its business in the year-ago quarter was negatively affected by political protests which closed Bangkok’s international airports and led to reduced network traffic.

The year-on-year rise in 4Q09 net income followed four consecutive quarters of annualised decreases in AIS’ bottom-line. For the full year 2009, the cellco recorded a net profit of THB17.1 billion, up by 4% compared to the previous year.

The Shin Corp subsidiary announced that it will cut its investment budget for 2010 to a record low of THB6.2 billion, largely because of the ongoing delays to Thailand’s 2100MHz 3G mobile licensing. AIS added that it would review its capital expenditure plans once there was a clearer picture of when a licence auction could take place.

The process is currently stalled by several strands of government red tape, with the two main current issues being an awaited ruling from the Council of State regarding the telecoms regulator’s authority to grant 3G concessions, and the delayed royal endorsement of four newly-elected members of the watchdog, the National Telecommunications Commission (NTC).

Revenues slip by 3%, customer base grows by 5.2% at DTAC

Digital Total Access Communication (DTAC), Thailand’s second largest mobile network operator by subscribers, has reported that its net income fell by 29% year-on-year to THB6.6 billion (USD200 million) in 2009, mainly as the result of a THB2.4 billion one-off gain from a legal settlement posted in the previous twelve-month period.

Total turnover slipped by 3% to THB65.7 billion in 2009, compared to THB67.7 billion in 2008, as revenue from interconnection slid by THB2.1 billion (14.4%) to THB12.7 billion.

However, DTAC forecast that it would achieve ‘high single digit’ turnover growth in 2010, and is aiming to boost sales by focusing on smartphone take-up.

DTAC added a net 975,000 mobile subscribers in the twelve months to the end of December 2009 to reach a total of 19.66 million; it signed up 386,000 net new users in the fourth quarter alone, representing a monthly loss of 41,000 post-paid contracts offset by an increase of 426,000 active pre-paid accounts.

Regarding to the continuing uncertainty over when Thailand will issue 2100MHz 3G licences.

Digital Total Access Communication (DTAC), Thailand’s second largest mobile network operator by subscribers, planned to explore the possibility of further utilising its 850MHz wireless spectrum to expand its trial 3G service (under its existing 2G build-transfer-operate (BTO) agreement with CAT Telecom), in the absence of full network operating concessions in the 2100MHz band.

ข้อพิพาทค่าเชื่อมโยงโครงข่าย CAT – DTAC ได้ข้อยุติ

นายฐากร ตัณฑสิทธิ์ รักษาการเลขาธิการคณะกรรมการกิจการโทรคมนาคมแห่งชาติ (กทช.) เปิดเผยว่า บอร์ดมีมติยุติข้อพิพาทเรื่องการเชื่อมต่อโครงข่ายระหว่าง บริษัทโทเทิ่ล แอ็คเซ็ส คอมมูนิเคชั่น จำกัด (มหาชน) หรือ DTAC กับ บริษัท กสท โทรคมนาคม จำกัด(มหาชน) หรือ CAT เรียบร้อยแล้ว โดยระบุให้ทั้งคู่ใช้อัตราค่าเชื่อมโยงโครงข่าย (interconnection charge) หรือ IC ที่นาที 0.50 บาท โดยอัตราดังกล่าวจะเริ่มใช้เมื่อผู้ประกอบการทั้งสองรายได้รับคำสั่งและไม่มีผลย้อนหลัง

อย่างไรก็ดี ค่าไอซีดังกล่าวมีผลบังคับใช้เฉพาะ 2 บริษัทนี้เท่านั้น ไม่รวมถึงผู้ประกอบการรายอื่น

สำหรับอัตราไอซีดังกล่าว DTAC สามารถนำไปฟ้องร้องเพื่อร้องค่าเสียหายจาก CAT ได้ทันที ประกอบกับฮัทช์ (Hutch) อาจจะไม่สามารถทำโปรโมชันที่มีราคาต่ำกว่า 0.50 บาทได้อีก เนื่องจากจะส่งผลให้ขาดทุนในการดำเนินงาน

DTAC sets stall out for 2010

Thailand’s second largest cellco by subscribers, DTAC, says it is aiming for 800,000 net new additions in 2010, below the one million it gained in 2009.

The company, which is controlled by Telenor, also said it would focus its attentions on lower income customers.

The senior executive in charge of DTAC’s pre-paid business, Ketchayong Skowratananont, told that following an improving local economy the company’s earnings bounced back in the fourth quarter of 2009 after net income fell 11% during the third quarter.

Full financial results for the three months ending 31 December 2009 are expected to be released in February.

Finance Ministry hiring consultant for 2G concession conversion

Thailand’s Finance Ministry has announced that it will hire a consultant to study guidelines for converting existing telecoms concessions to level the playing field in the cellular market.

The government previously indicated that it wanted to convert existing 2G mobile build-transfer-operate (BTO) contracts held by privately-owned cellcos into full licences, in a process which is likely to hold up the country’s already-delayed 2.1GHz 3G concession auction.

The ministry’s announcement identified two possible options: converting the concessions into state leases that could then be issued to the present private concession holders; or converting them into shares for state ownership in the private firms. Read the rest of this entry »

นายกฤษดา กวีญาณ กรรมการ บมจ. กสท โทรคมนาคม กล่าวหลังการประชุมคณะกรรมการ (บอร์ด) วานนี้ ( 25 พ.ย.) ว่า ที่ประชุมมีมติอนุมัติแผนพลิกฟื้นกิจการของบริษัท เพื่อเตรียมรับมือการเปิดให้บริการ 3G จากการประมูลคลื่นความถี่ 2100 เมกะเฮิรตซ์ของคณะกรรมการกิจการโทรคมนาคมแห่งชาติ (กทช.) ที่อาจส่งผลให้ กสท สูญเสียรายได้จากส่วนแบ่งรายได้ตามสัญญาสัมปทาน

ขณะเดียวกัน บอร์ดได้สั่งให้ฝ่ายบริหาร ทำการศึกษารายละเอียดเกี่ยวกับโอกาส ความเป็นไปได้และระเบียบทางกฎหมาย ในการระดมทุนขั้นต้น 1-2 หมื่นล้านบาท ในรูปแบบของพันธบัตรรัฐวิสาหกิจ หรือหุ้นกู้รัฐวิสาหกิจ หรือตราสารหนี้ ขึ้นอยู่กับความเหมาะสม เพื่อเตรียมเสริมสภาพคล่องทางการเงิน ที่อาจเกิดขึ้นจากการลดลงของรายได้จากสัญญาสัมปทาน และหากรายได้ใหม่เข้ามาทดแทนไม่ทัน ก็ยิ่งต้องเร่งระดมทุน คาดว่าวงเงินดังกล่าว ต้องเตรียมพร้อมไว้ในปี 2553

ทั้งนี้ บอร์ดสั่งการให้เริ่มศึกษารายละเอียดไว้ เพื่อเตรียมเสนอกระทรวงการคลังในฐานะผู้ถือหุ้นว่าจะอนุมัติหรือไม่ รวมถึงกระทรวงการคลังจะเป็นผู้ค้ำประกันเงินกู้ เพื่อให้ได้อัตราดอกเบี้ยที่ดีกว่าด้วยหรือไม่ พร้อมย้ำว่า กสท ไม่เคยก่อหนี้มาก่อน แต่ตอนนี้เมื่อมีความเสี่ยงในการทำธุรกิจและสภาพคล่องของบริษัท ก็ต้องเตรียมการรับมือ พร้อมกับเร่งโครงการต่างๆ

ด้านวงเงินประมาณการณ์ 1-2 หมื่นล้านบาท เป็นการพิจารณาจากภาระที่ กสท ต้องดำเนินการและแผนการลงทุนธุรกิจใหม่ๆ เช่น การจ่ายค่าติดตั้งโครงข่ายโทรศัพท์เคลื่อนที่ CDMAอีก 3 งวดที่เหลือ งวดละ 1,872 ล้านบาท, โครงการลากโครงข่ายใยแก้วนำแสงรองรับบริการอินเทอร์เน็ตความเร็วสูงสำหรับลูกค้าถึงหน้าบ้าน หรืออาคารสำนักงาน โรงแรม (FTTX) ประมาณ 6 พันล้านบาท และเงินที่เตรียมไว้สำหรับซื้อกิจการ CDMAส่วนกลาง 25 จังหวัด จากบริษัท ฮัทชิสัน ซีเอที ไวร์เลส มัลติมีเดีย จำกัด (ฮัทช์) ที่จะเสนอมูลค่าการซื้อในการประชุมบอร์ดวันที่ 14 ธ.ค. นี้

Licensing fees for new third-generation mobile licences should be priced to give the government at least an equivalent return to those offered through existing mobile phone concessions, according to Supa Piyajitti, the director-general of the Fiscal Policy Office.

Existing mobile phone concessions held by the three main operators – Advanced Info Service, DTAC and True Move – are structured as revenue-sharing agreements paying 20% to 30% of revenues to the state-owned TOT Corp and CAT Telecom.

And while the National Telecommunications Commission (NTC) has yet to announce final pricing for the 3G licence auction expected to take place next year, preliminary studies estimate the revenues generated for the government could be as low as 6.5% of operators’ revenues.

NTC officials last month announced a reserve price of 4.6 billion baht each for three 10 MHz licences, and 5.2 billion for one 15 MHz licence – down from 10 billion indicated earlier. Final prices will depend on the number of bidders and other terms set for the auction, now expected to take place at the earliest in February 2010.

Ms Supa said that in any case, the auction should be structured to provide compensation for the state at least equal to that offered through existing 2G concessions.

US firm taps into 3G

3G - mobile 3A US technology firm sees Thailand as a strong base for technological investment and projects at least 3 billion baht in revenues in its first year of operation.

Powerwave Technologies Inc has invested 200 million baht to construct a plant to produce wireless equipment for third-generation (3G) networks.

Despite current economic uncertainties, US-based Powerwave still saw potential to invest in Thailand, said CEO Ronald Buschur.

The plant covers 12,500 square metres at the Laem Chabang Industrial Estate. It will produce integrated wireless equipment to serve wireless networks, including antenna systems, base station and coverage systems, said Mr Buschur.

Powerwave said 99% of the production would be exported to serve 675 clients in Europe and the remaining 1% would serve local clients including the mobile operators AIS, DTAC and True Move.

ประชาพิจารณ์ 3G รอบ 2 รายเก่าผวาโดนยาสั่งแปรสัมปทาน

นายศุภชัย เจียรวนนท์ กรรมการผู้จัดการใหญ่และประธานคณะผู้บริหาร บริษัท ทรู คอร์ปอเรชั่น จำกัด (มหาชน) หรือ TRUE กล่าวในการประชุมรับฟังความคิดเห็นสาธารณะร่างสรุปข้อสนเทศ (IM) การจัดสรรคลื่นความถี่ INT หรือ 3G & beyond ครั้งที่ 2 โดยระบุว่า การผลักดันให้มีการออกใบอนุญาตให้บริการ 3G ทำให้เกิดแนวคิดแปรสัญญาสัมปทาน ซึ่งทรู เห็นว่า ควรจะดำเนินการคู่ขนานกันไปก็จะเป็นการดี แต่ไม่ควรจะรอการแปรสัญญาก่อน เพราะจะทำให้การประมูลล่าช้าออกไป

การแปรสัญญาสัมปทานทำได้ตามกฎหมาย พ.ร.บ.โทรคมนาคมแห่งชาติ ที่ระบุไว้ว่า ถ้าคู่สัญญาทั้งสองฝ่ายยินยอมก็สามารถยกเลิกสัญญาได้ โดยอาจจะปรับเปลี่ยนมาให้เอกชนกลับไปเป็นผู้เช่าโครงข่าย และมีสิทธิขอรับใบอนุญาต 3G ซึ่งจุดนี้จะทำให้เป็นการเปิดเสรีอย่างเป็นธรรมและทำให้มีการแข่งขันอย่างเท่าเทียมกัน ขณะที่ประชาชนก็จะมีทางเลือกมากขึ้น

“ผมคิดว่าเราควรจะเดินขนานกันไป เพราะในที่สุดแล้วยังไงก็ต้องหาทางออกกันได้ คิดว่าการแปรสัญญาสัมปทานกับ 3G ถ้าเร่งให้เกิดขึ้นเร็วได้ ก็เท่ากับเปิดเสรีให้เอกชนแข่งขันกัน กทช.ก็จะได้ประโยชน์”

นายสมประสงค์ บุญยะชัย ประธานกรรมการบริหาร บริษัท ชิน คอร์ปอเรชั่น จำกัด (มหาชน) หรือ SHIN กล่าวในฐานะผู้ถือหุ้นใหญ่ในบริษัท แอดวานซ์ อินโฟร์ เซอร์วิส จำกัด (มหาชน) หรือ ADVANC โดยระบุว่า ประเด็นที่มีความกังวลว่าหากเปิดให้ใบอนุญาต 3G แล้วผู้ให้บริการรายเดิมจะโอนลูกค้าจาก 2G ไป 3G ทั้งหมดนั้น ไม่ใช่เรื่องที่จะทำกันได้ง่าย

การที่ลูกค้าจะย้ายไปใช้บริการ 3G หรือไม่นั้นขึ้นอยู่กับการตัดสินใจของลูกค้า แต่ก็เป็นโอกาสที่ดีที่ลูกค้าจะเลือกสิ่งที่ดีที่สมควรจะได้รับ นอกจากนั้น ในเชิงเทคนิคการโอนลูกค้าก็ไม่ได้ทำได้ง่ายเพราะต้องค่อยๆ ทำ ประกอบกับโครงข่าย 3G ก็ต้องใช้เวลาในการลงทุน

“ลูกค้าไม่ใช่ตึกแถวหรือรถกระบะ ลูกค้ามีชีวิตจิตใจ การโอนลูกค้าไม่ว่าจะทำได้เลย แต่ขึ้นกับลูกค้าเองจะเป็นผู้ตัดสินใจเป็นผู้เลือก”

ทีโอทีเสนอ 3G เข้าสภาฯวันนี้

3G - mobile 2นายวิเชียร นาคสีนวล รองกรรมการผู้จัดการใหญ่ บมจ.ทีโอที กล่าวว่าวันที่ 12 พ.ย. 52 ทีโอที เสนอโครงการลงทุนติดตั้งโครงข่ายโทรศัพท์เคลื่อนที่ 3G ทั่วประเทศ มูลค่า 2 หมื่นล้านบาท เข้าพิจารณาในสภาฯ  ตาม พ.ร.บ. งบประมาณเงินกู้ หวังได้ข้อสรุปจากกระทรวงการคลัง ว่าจะค้ำประกันเงินกู้ให้ทีโอทีหรือไม่

โดยหวังว่าหากกระทรวงการคลัง ค้ำประกันเงินกู้ 2 หมื่นล้านบาทให้ตาม มติ ครม. วันที่ 9 ก.ย. 2551 ก็จะส่งผลในด้านดีคือ จะได้รับอัตราดอกเบี้ยที่ดีกว่า คาดว่าจะสามารถคืนทุนได้ภายใน 5 – 8 ปี แต่หากกระทรวงการคลังไม่ค้ำประกันเงินกู้ให้ ทีโอที ก็ต้องยื่นกู้ด้วยตัวเอง และอาจส่งผลให้ระยะเวลาคืนทุนยืดออกไปเป็น 12 ปี

พร้อมกันนี้ ทีโอที อยู่ระหว่างขั้นตอนเตรียมเจรจากับผู้ให้บริการมือถือรายอื่นๆ เพื่อนำค่าเชื่อมต่อโครงข่าย (ไอซี) มาใช้ รวมถึงรอการตัดสินจาก คณะกรรมการกิจการโทรคมนาคมแห่งชาติ (กทช.) ว่าจะกำหนดอัตราไอซีอย่างไร ซึ่งคาดว่าจะต่ำกว่า 1 บาทแน่นอน Read the rest of this entry »

นายทอเร่ จอห์นเซ่น ประธานเจ้าหน้าที่บริหาร บริษัท โทเทิ่ล แอ็คเซ็ส คอมมูนิเคชั่น จำกัด (มหาชน) หรือ ดีแทค เปิดเผยว่า ดีแทคเชื่อว่าการทำประชาพิจารณ์เพื่อรับฟังความคิดเห็นสาธารณะ ก่อนจะนำไปร่างสรุปข้อสนเทศ (Draft Information Memorandum) การจัดสรรคลื่นความถี่ IMT หรือ 3G and beyond ของคณะกรรมการกิจการโทรคมนาคมแห่งชาติ หรือ กทช.จะเป็นการทำประชาพิจารณ์ครั้งสุดท้าย และยังมั่นใจว่าการประมูลใบอนุญาต 3G จะเกิดขึ้นในไตรมาส 1 ของปีหน้า อย่างที่คาดการณ์ตั้งแต่ต้น

“ผมเชื่อว่าการเปิดรับฟังความคิดเห็นเรื่อง 3G วันนี้จะเป็นครั้งสุดท้ายและเรายังเชื่อมั่นเช่นเดิมว่ากทช.จะสามารถเปิดประมูลไลเซ่นส์ได้ภายในไตรมาส 1 ของปีหน้าแน่นอน อย่างที่รู้กันประเทศไทยเป็น1 ในไม่กี่ประเทศที่มีการลงทุน 3G ล่าช้า ส่งผลให้ประเทศสูญเสียโอกาสในหลายๆด้าน เพราะการเปิดให้บริการในหลายประเทศสามารถวัดผลได้ว่ามีประโยชน์ต่อจีดีพีของประเทศจริง” นายทอเร่กล่าว

ทั้งนี้หากการประมูลโครงการ 3G ของกทช.ล่าช้าออกไปกว่าที่ดีแทคคาดการณ์ไว้ขั้นต้น (เนื่องจากยังมีความไม่ชัดเจนเรื่องอำนาจหน้าที่ในการประมูลไลเซ่นส์ 3G) แม้ดีแทคจะยังไม่มีแผนสำรองไว้ แต่หากกทช.ล่าช้าก็จะเดินหน้าพัฒนาการให้บริการ 2.5G เดิมให้ดีขึ้นอย่างต่อเนื่อง เหตุผลหลักคือดีแทคเชื่อว่ารายได้หลักของบริษัทยังจะมาจากบริการเดิม 2.5G โดยรายได้จากบริการ 3G ในช่วง 2-3 ปีแรกนั้นคาดว่าจะสามารถเพิ่มรายได้ให้บริษัทเพียง 10-15 % เท่านั้น
