MNP working committee says August deadline unlikely to be met

Premon Pinskul, chairman of the mobile number portability (MNP) working committee representing five Thai operators, said yesterday that cellcos cannot meet the August deadline for MNP set last week by the regulator.

Pinskul believes that a supplier will be selected this month to install the MNP system and clearinghouse, which will take until August.

The clearinghouse would then need three months to complete system testing, taking the whole process into November.

The MNP committee says that it hopes the regulator, the National Telecommunications Commission (NTC), understands the situation. However, if the NTC still insists on the August deadline, the operators will be fined.

NTC sets 3G licensing timeframe, passes MNP resolution

The board of the National Telecommunications Commission (NTC) has approved a timeframe for granting 2100MHz 3G mobile licences, in a process set to finish in November 2010.

According to the schedule, the NTC will review the details of its existing plan (starting this month) in June, and hold public hearings on the reviewed plan in July and August.

Prequalification is mooted to begin in September, culminating in the granting of licences by the end of November. The NTC’s existing licensing plan stipulates the auctioning of four licences – a 15MHz ‘premium’ spectrum concession and three others of 10MHz blocks each – but it has yet to finalise the details.

In separate news, the NTC board has passed a resolution to order operators to implement a mobile number portability (MNP) system by August this year or else face fines.

As part of the MNP system, cellcos must set up a joint clearing house to facilitate porting, and also revise their internal systems to support it.

The decision formalised an earlier proposal to extend by nine months the original deadline for readying MNP.

Remote northern regions get WiMAX trials

A trial WiMAX broadband service is set to be launched in one of Thailand’s most remote provinces, Mae Hong Son in the north of the country.

The so-called WiMAX IT Valley Project is a collaboration between the National Electronics and Computer Technology Centre (Nectec) and the Japan International Cooperation Agency (Jica), and involves the installation of four WiMAX base stations and customer premises equipment (CPEs) at 45 sites throughout three main districts: Pai, Muang Mae Hong Son and Mae Sariang.

The network will be ready for use in May. Jica has provided all the WiMAX equipment for the project, worth THB90 million (USD2.8 million) and has also arranged for the transfer of technologies to Nectec in order to help Thailand develop its own WiMAX equipment.

Another trial WiMAX project is ongoing in the mountainous north, involving the deployment of a Cisco-supplied WiMAX network by fixed line telco TT&T at Mae Fah Luang University.

Thailand’s National Telecommunication Commission (NTC) is yet to announce a timetable for issuing licences for commercial WiMAX operations.

TOT 3G อัพสปีด 14.4M

นายวิเชียร นาคศรีนวล รองกรรมการผู้จัดการใหญ่ บริษัท ทีโอที จำกัด(มหาชน) กล่าวว่า ในเดือนเม.ย.ที่จะถึงนี้ ทีโอที จะเปิดให้บริการเครือข่าย TOT 3G ด้วยความเร็วเพิ่มขึ้นอีก 1 เท่า จากโครงข่ายเดิม 548 สถานีฐานมีความเร็วที่ 7.2 Mbps เป็น 14.4 Mbps บนสถานีฐานใหม่ที่มีการลงทุนเพิ่มในพื้นที่กรุงเทพฯและปริมณฑลเพื่อเพิ่มความหนาแน่นของโครงข่ายรวมถึงการลงทุนในพื้นต่างจังหวัดตามหัวเมืองใหญ่ และเมืองท่องเที่ยว ที่มีแผนขยายบริการออกไปอาทิ เชียงใหม่ ชลบุรี พัทยา ภูเก็ต นครราชสีมาและหาดใหญ่

ทั้งนี้การเพิ่มความเร็วดังกล่าวจะทำเฉพาะบนโครงข่ายใหม่ไปก่อนเนื่องจากอุปกรณ์ชุดใหม่ที่ทีโอทีจะจัดซื้อมาขยายโครงข่ายเพิ่มนั้นสามารถให้ความเร็วในการใช้งานที่ 14.4 Mbps แต่สำหรับสถานีฐานเดิมที่โอทีก็มีแผนจะเพิ่มความเร็วเป็น 14.4 Mbps พร้อมกับการลงทุน 3G ทั่วประเทศมูลค่า 24,000 ล้านบาท

เม.ย.นี้ ทีโอที จะลงโครงข่ายใหม่เพิ่มเดิมในกรุงเทพฯพร้อมทั้งขยายโครงข่ายออกไปยังต่างจังหวัดในพื้นที่หัวเมืองใหญ่ ด้วยการจัดซื้ออุปกรณ์ใหม่ทำโครงข่ายเหล่านี้ให้มีความเร็วในการใช้งานมากกว่าโครงข่ายเดิม 1 เท่า เป็น 14.4 Mbps’ Read the rest of this entry »

กทช. จ่อลงดาบวิทยุชุมชนเถื่อนพันแห่ง

นายฐากร ตัณฑสิทธิ์ รักษาการเลขาธิการ คณะกรรมการกิจการโทรคมนาคมแห่งชาติ (กทช.) ในฐานะเลขาธิการอนุกรรมการวิทยุกระจายเสียง และวิทยุโทรทัศน์ กล่าวว่า หลังจากเข้าร่วมประชุมกับคณะกรรมการประสานความร่วมมือ ด้านการแก้ไขปัญหาสื่อสิ่งพิมพ์ และวิทยุชุมชน ซึ่งก่อตั้งโดยสภาความมั่นคงแห่งชาติ ทางคณะอนุกรรมการได้มีมติส่งหนังสือเวียน แจ้งไปยังผู้ประกอบการวิทยุชุมชนทั่วประเทศที่จดทะเบียนถูกต้องทั้ง 6,600 สถานี

ทั้งนี้ เพื่อขอความร่วมมือไม่ให้ดำเนินการออกอากาศรายการที่มีเนื้อหาสาระ เข้าข่ายออกข่าวปลุกระดม หมิ่น หรือล้มล้างการปกครองในระบบประชาธิปไตย อันมีพระมหากษัตริย์ทรงเป็นประมุข รวมทั้งเนื้อหาที่มีผลกระทบต่อความมั่นคงของรัฐ ความสงบเรียบร้อย หรือศีลธรรมอันดีของประชาชน หรือมีการกระทำ ซึ่งเข้าลักษณะลามกอนาจาร หรือมีผลกระทบต่อการให้เกิดความเสื่อมทรามทางจิตใจ หรือสุขภาพของประชาชนอย่างร้ายแรง

กทช. เผยผลพิจารณาดาต้า โรมมิ่ง ทีโอที-เอไอเอส

แหล่งข่าวจากคณะกรรมการกิจการโทรคมนาคมแห่งชาติ (กทช.) เปิดเผยถึงความคืบหน้าการทำดาต้า โรมมิ่ง 3G ระหว่าง บมจ.ทีโอที และ บมจ.แอดวานซ์ อินโฟร์ เซอร์วิส (เอไอเอส) ว่า ล่าสุด กทช. ได้ส่งหนังสือแจ้งเรื่องดังกล่าวไปยังทีโอทีเรียบร้อยแล้ว

โดยเห็นว่าเป็นการเข้าหลักเกณฑ์การใช้และเชื่อมต่อโครงข่าย (ไอซี) ดังนั้น ต้องรอให้ ทีโอที ไปตกลงกับ เอไอเอส ว่าจะตกลงอัตราค่าใช้บริการอย่างไร แล้วแจ้งกลับมายัง กทช. โดยคาดว่าจะใช้ระยะเวลาไม่เกิน 1 เดือน

นายประเสริฐ อภิปุญญา รองเลขาธิการสำนักงานคณะกรรมการกิจการโทรคมนาคมแห่งชาติ (กทช.) เปิดเผยว่า สำนักงานฯ ได้รับหนังสือโปรดเกล้า กทช. ชุดใหม่ 4 ราย อย่างเป็นทางการแล้ว

กรรมการ กทช. ใหม่ 4 ราย ประกอบด้วย พ.อ.นที ศุกลรัตน์ อดีตประธานคณะอนุกรรมการด้านวิทยุชุมชน กทช. รศ.ดร.พนา ทองมีอาคม อดีตประธานคณะอนุกรรมการเคเบิลทีวี ของ กทช.นายบัณฑูร สุภัควณิช และนายสุรนันท์ วงศ์วิทยกำจร อดีตเลขาธิการ กทช.

AIS posts 4% annual net profit rise

Advanced Info Service (AIS) extended its lead in Thailand’s mobile market in the fourth quarter of 2009 by adding a net 490,600 new subscribers, higher than closest rival DTAC’s 386,000 net quarterly additions.

AIS’ rate of take-up also increased from its third-quarter increase of 380,300, and by the end of December 2009 it had a total of 28.8 million subscribers, compared to DTAC’s 19.7 million.

AIS also booked a fourth quarter net profit of THB4.1 billion (USD123.6 million), a near-tenfold increase on the THB420 million it posted in the same period of 2008, although its business in the year-ago quarter was negatively affected by political protests which closed Bangkok’s international airports and led to reduced network traffic.

The year-on-year rise in 4Q09 net income followed four consecutive quarters of annualised decreases in AIS’ bottom-line. For the full year 2009, the cellco recorded a net profit of THB17.1 billion, up by 4% compared to the previous year.

The Shin Corp subsidiary announced that it will cut its investment budget for 2010 to a record low of THB6.2 billion, largely because of the ongoing delays to Thailand’s 2100MHz 3G mobile licensing. AIS added that it would review its capital expenditure plans once there was a clearer picture of when a licence auction could take place.

The process is currently stalled by several strands of government red tape, with the two main current issues being an awaited ruling from the Council of State regarding the telecoms regulator’s authority to grant 3G concessions, and the delayed royal endorsement of four newly-elected members of the watchdog, the National Telecommunications Commission (NTC).

กทช. คาดเอกชนเริ่มการคงสิทธิเลขหมายได้ใน 9 เดือน

มติล่าสุดของคณะกรรมการกิจการโทรคมนาคม (กทช.) เกี่ยวกับการคงสิทธิเลขหมายโทรศัพท์เคลื่อนที่  (Mobile Number Portability) หรือ MNP นั้นได้ประกาศในราชกิจจานุเบกษาแล้ว โดยมีผลให้ผู้ประกอบการภาคเอกชนดำเนินการให้แล้วเสร็จภายใน 3 เดือน

ที่ผ่านมาบรรดาผู้ประกอบการฯได้ยื่นอุทธรณ์เพื่อขอยืดเวลาการดำเนินการออกไปเป็น 15 เดือน ด้วยเหตุผลว่าไม่สามารถดำเนินการได้ทัน

ด้าน กทช.  พิจารณาแล้วเห็นว่า ควรจะดำเนินการให้แล้วเสร็จตามกำหนดที่ประกาศไว้ ส่วนการยืดเวลาออกไปถึง 15  เดือนนั้นนานเกินไป แต่ กทช. ก็รับเรื่องร้องเรียนไว้ และให้ทางสำนักงานฯ เร่งศึกษาความเป็นไปได้ในทางปฏิบัติ

อย่างไรก็ตาม มีความเป็นไปได้ว่า ทางออกจะไปลงตัวที่ภายในระยะเวลา 9 เดือน ซึ่งเป็นระยะเวลาที่ กทช. พอรับได้ และเอกชนก็ควรเร่งดำเนินการให้เสร็จได้ทันตามกำหนด

กทช.เฮติเพิ่มสเป็คตรัมให้ผู้ให้บริการมือถือเพื่อช่วยเหลือผู้รอดชีวิตแผ่นดินไหว

ในขณะที่หลายฝ่ายพยายามอย่างยิ่งที่จะช่วยเหลือผู้ประสบภัยและผู้รอดชีวิตจากการเกิดแผ่นดินไหวครั้งร้ายแรงที่สุดเมื่อวันที่ 12 มกราคม 2553 นั้น ด้าน Conatel ซึ่งเป็นหน่วยงานกำกับดูแลกิจการโทรคมนาคมของประเทศเฮติได้สนับสนุนด้วยการประกาศเพิ่มสเป็คตรัมอีก 12 MHz ในย่านความถี่ 850 MHz ให้กับบริษัท Comcel (Voila)

การเพิ่มสเป็คตรัมครั้งนี้เพื่อรองรับปริมาณทราฟฟิกของการใช้งานโทรศัพท์มือถือที่กำลังเพิ่มมากขึ้น

สำนักงานคณะกรรมการกิจการโทรคมนาคมแห่งชาติ ร่วมกับกรรมการมาตรฐาน กทช. ได้ปรับปรุงแก้ไขมาตรฐานทางเทคนิคของเครื่องโทรคมนาคมและอุปกรณ์ จำนวน 4 ฉบับ จึงรับฟังความคิดเห็นสาธารณะต่อร่างมาตรฐานที่ปรับปรุงแก้ไขดังกล่าว ดังนี้

1. (ร่าง) ประกาศ กทช. ว่าด้วยมาตรฐานทางเทคนิคของเครื่องโทรคมนาคมและอุปกรณ์ เรื่อง เครื่องวิทยุคมนาคมในกิจการเคลื่อนที่ทางบก ย่านความถี่วิทยุ VHF/UHF สำหรับการสื่อสารประเภทเสียงพูด (ปรับปรุงแก้ไขจากฉบับเดิม กทช. มท. 001–2548)

4. (ร่าง) ประกาศ กทช. ว่าด้วยมาตรฐานทางเทคนิคของเครื่องโทรคมนาคมและอุปกรณ์ เรื่อง เครื่องวิทยุคมนาคมในกิจการเคลื่อนที่ทางบก ระบบโทรศัพท์เคลื่อนที่แบบรังผึ้ง (Cellular) ซึ่งใช้เทคโนโลยี GSM (ปรับปรุงแก้ไขจากฉบับเดิม กทช. มท. 004–2548)

กทช. จัดประชุมวิธีการยื่นขอรับใบอนุญาตประกอบกิจการที่ไม่ใช้คลื่นความถี่ชั่วคราว

คณะกรรมการกิจการโทรคมนาคมแห่งชาติ (กทช.) โดยคณะทำงานด้านกิจการที่ไม่ใช้คลื่นความถี่ในคณะอนุกรรมการวิทยุกระจายเสียงและวิทยุโทรทัศน์ จัดให้มีการประชุมสร้างความรู้ความเข้าใจเกี่ยวกับวิธีการยื่นขอรับใบอนุญาตประกอบกิจการที่ไม่ใช้คลื่นความถี่ชั่วคราว (หรือกิจการโทรทัศน์ที่มีการบอกรับสมาชิก) ในวันศุกร์ที่  5 กุมภาพันธ์  2553  เวลา 08.00 น. – 16.30 น. ณ  ห้องคอนเวนชั่น    โรงแรมรามาการ์เด้น  กรุงเทพฯ

Thailand Delays 3G License Auction Indefinitely

Thailand’s telecoms regulator, the National Telecommunications Commission (NTC) has delayed the long planned 3G license auction indefinitely, pending the formation of a new board of directors.

The regulator is currently waiting for Royal Assent for the appointment of four new directors to the seven-member board.

Part of the delay in appointing the new directors is down to investigations to check the qualifications of the nominees. Col Natee Sukolrat, one of the nominees, is currently under investigation by the National Anti-Corruption Commission.

The NTC chairman, Gen Choochart Promprasit confirmed that the current board can continue to administrate existing issues, but all new declarations would be postponed.

It has been proposed that in total four licenses will be offered by the NTC, with three of 10 MHz and a fourth with 15MHz of radio spectrum, and a reserve price of between US$100 – US$200 million.

AIS opts for shared 3G service with TOT, as 2100MHz licensing delays drag on

Thailand’s largest mobile network operator by subscribers, Advanced Info Service (AIS), today revealed that it will partner state-owned telco TOT to launch 2100MHz 3G services in Bangkok, Chiang Mai, Chonburi and Hua Hin on 1 February.

The decision was prompted by the likelihood of continuing delays to the country’s 3G licensing process, currently ensnared in government red tape.

TOT operates Thailand’s only 2100MHz W-CDMA/HSPA network, having launched services in December 2009 in the Bangkok area via third-party mobile virtual network operators (MVNOs), whilst AIS operates a limited capacity W-CDMA/HSPA service using UMTS 900MHz technology in Chiang Mai (launched May 2008), central Bangkok (December 2008) and Chonburi (January 2009).

In June 2009 AIS suspended indefinitely any further UMTS-900 expansion plans, saying it would prefer to wait for 2100MHz licences to be issued. The following month AIS indicated that it would allow TOT to use some of its 12,000 GSM base station sites to quicken the latter’s plans to expand 3G services across the country within the next two years. The company said it was ready to co-operate since it operated under a build-transfer-operate (BTO) concession with TOT.

AIS president believed the 3G licence auction could be delayed for ‘at least two years’ – much longer than the few months previously mooted – because it was unclear how long it will take for the new board of the regulator, the National Telecoms Commission (NTC) , to resume work.

He said, he was unsure whether four new members would be approved or even whether a new full seven-member board would go ahead with an auction.

Natee Sukolrat, one of the nominees, is currently under investigation by the National Anti-Corruption Commission. He confirmed that AIS was ready to cooperate with TOT, whether it be a partnership involving revenue sharing, fixed fees, or marketing partnership similar to the relationship between CDMA partners Hutchison Telecom International (HTIL) and TOT’s sister state-run telco CAT Telecom. ‘We need to do something because we cannot wait that long for 3G licences on 2.1GHz,’ he declared.

คณะกรรมการกิจการโทรคมนาคมแห่งชาติ (กทช.) ออกประกาศเรื่อง หลักเกณฑ์การรายงานข้อมูลบัญชีโทรคมนาคม พ.ศ. 2553 โดยประกาศลงราชกิจจานุเบกษา เล่ม 127 ตอนพิเศษ 11 ง ลงวันที่ 20 มกราคม 2553 เพื่อกำหนดหลักเกณฑ์การรายงานข้อมูลบัญชีโทรคมนาคมของผู้ประกอบกิจการโทรคมนาคมให้เป็นรูปแบบเดียวกัน

เพื่อเป็นการวางรากฐานของการพิจารณาข้อมูลของผู้ประกอบกิจการโทรคมนาคมที่เกี่ยวข้องกับการเงิน การบัญชี และการประเมินผลข้อมูลอื่นๆให้สอดคล้องกับหลักการกำกับดูแลการประกอบกิจการโทรคมนาคมให้เป็นไปตามมาตรฐานสากล บนพื้นฐานที่เป็นธรรม โปร่งใส เท่าเทียมกัน และส่งเสริมสนับสนุนการแข่งขันการพัฒนาอุตสาหกรรมโทรคมนาคมให้เป็นไปอย่างยั่งยืนและมีประสิทธิภาพ
