TT&T wants to push ahead with WiMAX plans

Thai fixed line and broadband operator TT&T intends to bid in the WiMAX spectrum auction mooted for February 2011, and has already begun deploying infrastructure in anticipation of winning commercial frequencies.

A TT&T source said the telco expects the authorities to auction four blocks of 2.3GHz band spectrum, and expects the firm’s biggest bidding rivals to include TOT, CAT Telecom and True Corp. The unnamed source said that TT&T is aiming for 500,000 WiMAX subscribers within two years of launching wireless broadband services via the wireless technology, including 200,000 of its existing DSL-based fixed broadband subscribers that it hopes will take bundled WiMAX services, in addition to 300,000 new WiMAX customers.

TT&T plans to target the greater Bangkok market, which is currently dominated by True, which claims approximately 70% of the city’s broadband subscribers, and state-run TOT.

The same source said TT&T has rolled out WiMAX base stations in Bangkok and regions surrounding the capital.

TOT awards USD91m broadband expansion contracts at second attempt

Thailand state-run operator TOT Public Company Limited (TOT) has awarded contracts to expand its fibre-optic and broadband access networks to two domestic companies, Forth Corporation and Jasmine International, at a combined price of THB2.96 billion (USD91 million).

The figure was THB82.5 million lower than the median price set by TOT. The overall project calls for the winners to provide equipment for 577,000 broadband internet and fibre-optic ports on a regional basis; Forth will cover ‘zones 1-3’ while Jasmine will be responsible for ‘zone 4’. There was one other bidder, another Thai-based firm, Loxley.

TOT had previously scrapped the original auction results after Prime Minister Abhisit Vejjajiva voiced concern that the three winning groups’ combined bid prices were only THB10.5 million lower than the reference price of THB3.04 billion.

นายวิเชียร นาคศรีนวล รองกรรมการผู้จัดการใหญ่ บริษัท ทีโอที จำกัด(มหาชน) กล่าวว่า ในเดือนเม.ย.ที่จะถึงนี้ ทีโอที จะเปิดให้บริการเครือข่าย TOT 3G ด้วยความเร็วเพิ่มขึ้นอีก 1 เท่า จากโครงข่ายเดิม 548 สถานีฐานมีความเร็วที่ 7.2 Mbps เป็น 14.4 Mbps บนสถานีฐานใหม่ที่มีการลงทุนเพิ่มในพื้นที่กรุงเทพฯและปริมณฑลเพื่อเพิ่มความหนาแน่นของโครงข่ายรวมถึงการลงทุนในพื้นต่างจังหวัดตามหัวเมืองใหญ่ และเมืองท่องเที่ยว ที่มีแผนขยายบริการออกไปอาทิ เชียงใหม่ ชลบุรี พัทยา ภูเก็ต นครราชสีมาและหาดใหญ่

ทั้งนี้การเพิ่มความเร็วดังกล่าวจะทำเฉพาะบนโครงข่ายใหม่ไปก่อนเนื่องจากอุปกรณ์ชุดใหม่ที่ทีโอทีจะจัดซื้อมาขยายโครงข่ายเพิ่มนั้นสามารถให้ความเร็วในการใช้งานที่ 14.4 Mbps แต่สำหรับสถานีฐานเดิมที่โอทีก็มีแผนจะเพิ่มความเร็วเป็น 14.4 Mbps พร้อมกับการลงทุน 3G ทั่วประเทศมูลค่า 24,000 ล้านบาท

เม.ย.นี้ ทีโอที จะลงโครงข่ายใหม่เพิ่มเดิมในกรุงเทพฯพร้อมทั้งขยายโครงข่ายออกไปยังต่างจังหวัดในพื้นที่หัวเมืองใหญ่ ด้วยการจัดซื้ออุปกรณ์ใหม่ทำโครงข่ายเหล่านี้ให้มีความเร็วในการใช้งานมากกว่าโครงข่ายเดิม 1 เท่า เป็น 14.4 Mbps’ Read the rest of this entry »

กทช. เผยผลพิจารณาดาต้า โรมมิ่ง ทีโอที-เอไอเอส

แหล่งข่าวจากคณะกรรมการกิจการโทรคมนาคมแห่งชาติ (กทช.) เปิดเผยถึงความคืบหน้าการทำดาต้า โรมมิ่ง 3G ระหว่าง บมจ.ทีโอที และ บมจ.แอดวานซ์ อินโฟร์ เซอร์วิส (เอไอเอส) ว่า ล่าสุด กทช. ได้ส่งหนังสือแจ้งเรื่องดังกล่าวไปยังทีโอทีเรียบร้อยแล้ว

โดยเห็นว่าเป็นการเข้าหลักเกณฑ์การใช้และเชื่อมต่อโครงข่าย (ไอซี) ดังนั้น ต้องรอให้ ทีโอที ไปตกลงกับ เอไอเอส ว่าจะตกลงอัตราค่าใช้บริการอย่างไร แล้วแจ้งกลับมายัง กทช. โดยคาดว่าจะใช้ระยะเวลาไม่เกิน 1 เดือน

AIS and TOT talk on 3G roaming row

Advanced Info Service (AIS) will talk with its state-concession owner TOT today in an effort to find a way out of their conflict related to third-generation networks, which has led to threats to disconnect subscribers’ roaming capacity. 

AIS chief executive Wichian Mektrakarn said vice chairman Somprasong Boonyachai would discuss the dispute with TOT chairman Teravuti Boonyasopon. 

AIS sent a letter to TOT yesterday saying it would disconnect TOT’s 3G subscribers from roaming with its network for voice services in the provinces. 

The move came after TOT’s board considered an AIS data-roaming request last week and concluded it had to consult the National Telecommunications Commission (NTC) before permitting AIS’s subscribers to receive data services while roaming on its network, which is subject to a licence granted to TOT by the NTC.

นายฐากร ตัณฑสิทธิ์ รักษาการเลขาธิการคณะกรรมการกิจการโทรคมนาคมแห่งชาติ (กทช.) เปิดเผยว่า การประชุมบอร์ดวันที่ 3 ก.พ. 53 ยังไม่มีข้อยุติ เรื่องการกรณีเชื่อมโยงโครงข่ายเพื่อใช้งานสื่อสารข้อมูล (โรมมิ่งดาต้า) ระหว่างโครงข่าย 2G ของ บบมจ. แอดวานซ์ อินโฟร์ เซอร์วิส หรือ AIS ไปยังโครงข่าย 3G ของ บมจ. ทีโอที หรือ TOT เนื่องจากต้องการความชัดเจนจากเอไอเอสและ TOT ใน 2 เรื่องได้แก่ คำนิยามของคำว่าโรมมิ่ง จำกัดความถึงระดับไหน รวมทั้งการทำสัญญาโรมมิ่งระหว่าง 2 บริษัทเป็นส่วนหนึ่งในการแก้ไขสัญญาสัมปทานหรือไม่ และการดำเนินการโรมมิ่งดังกล่าวเข้าข่าย MVNO หรือ AIS รับหน้าที่เป็นเพียงผู้ทำการตลาดให้เท่านั้น    

บอร์ดจึงมีมติให้สำนักเลขาธิการฯ นัดหมาย AIS และ TOT เพื่อให้ข้อมูลเกี่ยวกับ 2 ประเด็นดังกล่าว ให้สำนักงานเลขาธิการฯ สรุปรายละเอียดส่งให้บอร์ดพิจารณาในการประชุมนัดพิเศษวันจันทร์ที่ 8 ก.พ. 52 โดยการประชุมดังกล่าวมีขึ้นเพื่อพิจารณาเรื่องนี้โดยเฉพาะ ซึ่ง กทช.จะพิจารณาว่าการโรมมิ่งของทั้ง 2 บริษัทเข้าข่ายต้องขออนุญาตจาก กทช. หรือสามารถดำเนินการกันเองได้ทันที

AIS and TOT 3G tie-up delayed by up to six months to appease MVNOs

The board of Thai state-run telco TOT has told the country’s mobile market leader Advanced Info Service (AIS) to wait four to six months before beginning the proposed data roaming service on the state enterprise’s 2100MHz 3G network to give its contracted mobile virtual network operators (MVNOs) some marketing leeway.

However, apparently in retaliation, AIS has told TOT to cease voice roaming on its network and scrapped a pricing agreement on call rates for its mobile phone services. It had been proposed that AIS, which operates a small-scale 3G network using 900MHz frequencies, would begin offering its users 3G data roaming on TOT’s 2100MHz network today for a trial period, but TOT has faced an outcry from the five MVNOs – Loxley, Samart I-Mobile, 365 Communication, IEC International and M Consultant Corporation – who are committed to reselling services over the TOT 3G network which launched in Bangkok in December 2009.

AIS had also proposed to invest in TOT’s second phase 3G network expansion in exchange for giving TOT’s 3G customers access to voice roaming on AIS’s nationwide 2G network. However, the newspaper reports that AIS chief executive Wichian Mektrakarn said the Shin Corp-owned cellco had told TOT that it would cease the voice roaming service pending consultation with the National Telecoms Commission (NTC), in addition to suspending a pricing agreement with TOT under which the latter’s customers are charged THB0.60 (USD0.018) a minute for roaming instead of THB1.10.

 He said this was not retaliation against TOT but just ‘fair treatment’ after the telco claimed it would seek consultation with the regulator on 3G data roaming. He questioned why TOT suddenly needed to seek the advice of the NTC when the pair had cooperated for years without having to consult the watchdog.

TOT-AIS 3G partnership called unfair and unrealistic

The mobile virtual network operators (MVNOs) which have agreed to offer services over state-run TOT’s 3.5G network in Bangkok – Loxley, Samart I-Mobile, 365 Communications, IEC International and M Consultant Corp – have hit out at the announcement by Thailand’s mobile market leader Advanced Info Service (AIS) that it will begin offering its users 2100MHz W-CDMA/HSPA services using TOT’s spectrum.

AIS said it will partner TOT to begin offering the 2100MHz service on 1 February, augmenting the limited capacity 900MHz UMTS service it currently provides and giving its users a taste of a better range of services, whilst all 2100MHz revenues will initially be transferred to the state firm, pending a potential infrastructure- and/or revenue-sharing agreement if the 3G auction process stalemate continues.

Two of the Bangkok MVNOs said TOT had not told them about the possibility of participation in its HSPA network operation model by AIS, which they added would breach the MVNO agreements, whilst one anonymous executive went as far as declaring: ‘We will immediately end our services if TOT allows AIS to join.’

Meanwhile, Vichian Narkseenuan, senior executive vice-president and head of the TOT 3G project, called AIS’s proposed 1 February launch date unrealistic, saying that it would be impossible for AIS to start offering the service by then because there remain more details to be negotiated.

Furthermore, the five MVNOs, have so far been allocated a strict limit of 100,000 mobile phone numbers each on TOT’s system, and Vichian pointed out that allowing unlimited data roaming by AIS customers on the TOT network would be impossible, as there are severe limits on its capacity in terms of number of users and the amount of data that can be handled. He cautioned that no firm decisions had yet been reached on the proposed cooperation between TOT and AIS, which would be just for a ‘trial period.’

AIS opts for shared 3G service with TOT, as 2100MHz licensing delays drag on

Thailand’s largest mobile network operator by subscribers, Advanced Info Service (AIS), today revealed that it will partner state-owned telco TOT to launch 2100MHz 3G services in Bangkok, Chiang Mai, Chonburi and Hua Hin on 1 February.

The decision was prompted by the likelihood of continuing delays to the country’s 3G licensing process, currently ensnared in government red tape.

TOT operates Thailand’s only 2100MHz W-CDMA/HSPA network, having launched services in December 2009 in the Bangkok area via third-party mobile virtual network operators (MVNOs), whilst AIS operates a limited capacity W-CDMA/HSPA service using UMTS 900MHz technology in Chiang Mai (launched May 2008), central Bangkok (December 2008) and Chonburi (January 2009).

In June 2009 AIS suspended indefinitely any further UMTS-900 expansion plans, saying it would prefer to wait for 2100MHz licences to be issued. The following month AIS indicated that it would allow TOT to use some of its 12,000 GSM base station sites to quicken the latter’s plans to expand 3G services across the country within the next two years. The company said it was ready to co-operate since it operated under a build-transfer-operate (BTO) concession with TOT.

AIS president believed the 3G licence auction could be delayed for ‘at least two years’ – much longer than the few months previously mooted – because it was unclear how long it will take for the new board of the regulator, the National Telecoms Commission (NTC) , to resume work.

He said, he was unsure whether four new members would be approved or even whether a new full seven-member board would go ahead with an auction.

Natee Sukolrat, one of the nominees, is currently under investigation by the National Anti-Corruption Commission. He confirmed that AIS was ready to cooperate with TOT, whether it be a partnership involving revenue sharing, fixed fees, or marketing partnership similar to the relationship between CDMA partners Hutchison Telecom International (HTIL) and TOT’s sister state-run telco CAT Telecom. ‘We need to do something because we cannot wait that long for 3G licences on 2.1GHz,’ he declared.

TOT to re-tender for USD92 million broadband project

The board of state-run telco TOT has decided to re-tender supply contracts for a THB3 billion (USD92 million) broadband network project. 

Three consortia had won auctions to deploy Multi Service Access Node (MSAN) equipment for TOT’s project to install 577,000 broadband and fibre-optic network ports nationwide. 

The winners were: TFM, led by Advanced Information Technology and Thai Transmission Industry Co; the Jasmine International-led JRT-JRW consortium; and a group including ComLink of Thailand and Marubeni Hi-Tech of Japan.

According to the newspaper’s source, the three winners’ quoted prices had been called into question, totalling THB3.03 billion, marginally lower than the THB3.04 billion budgeted by TOT. A new call for bids would contain different terms of reference (TOR).

TOT told to improve 3G network

Thailand’s ICT Minister Ranongruk Suwanchawee revealed yesterday that she has told TOT to improve the quality of its 3G service within 90 days. TOT must ensure the 1900MHz network works well in Bangkok within three months.

The minister also said that TOT is drafting a business plan to launch 3G services in major tourist areas as part of a second phase of expansion. The plan is to be submitted to the National Economic and Social Development Board for approval by the middle of the year.

TOT’s profit jumps 21% on 45% broadband rise; signs up 8,000 3G users

Thai state-owned telco TOT’s net profit rose by 21.1% year-on-year to THB6.047 billion (USD183 million) in the first ten months of 2009, driven by a 45% increase in broadband net income in the same period, and despite a 1.2% drop in revenue to THB59.07 billion.

Mr. Varut Suvakorn, TOT president said TOT’s performance improved despite the global economic recession and fierce domestic competition, driving down service rates. TOT also managed to cut ten-month costs by 3.2% to THB53 billion.

Revenue from fixed line telephony, however, declined by 2.3%, or THB516 million year-on-year, to THB22.36 billion in January-October, whilst revenues from build-transfer-operate (B-T-O) concessions dropped 5% to THB17.74 billion.

Mr Varut said TOT would increase its focus on broadband and multimedia next year and has set a growth target of 30%, aiming to add 300,000 xDSL user ports to the 940,000 currently in service. ทีโอที กำไรงวด10 เดือนโต 21% ปีหน้าลุ้นรายได้โตตามเศรษฐกิจ

นายวรุธ สุวกร กรรมการผู้จัดการใหญ่ บริษัท ทีโอที จำกัด(มหาชน) เปิดเผยว่า ผลการดำเนินงานรอบ 10 เดือน(ม.ค.-ต.ค.52) ทีโอที มีกำไรสุทธิ 6,047.2 ล้านบาท เพิ่มขึ้น 21.1% หรือคิดเป็นมูลค่า 1,052.2 ล้านบาท จากงวดเดียวกันของปีก่อนที่มีกำไรสุทธิเพียง 4,995  ล้านบาท โดยสาเหตุที่ทำให้ทีโอทีมีกำไรสุทธิเพิ่มขึ้นเพราะสามารถลดค่าใช้จ่ายลงเหลือเพียง 53,021.4  ล้านบาท หรือลดลง 1,771.7 ล้านบาท (หรือ 3.2 %) จากงวด 10 เดือนของปีก่อนที่มีค่าใช้จ่าย 54,793.1 ล้านบาท ในขณะที่รายได้รวมงวด 10 เดือนของทีโอที ปีนี้  59,068.6 ล้านบาทลดลง 719.5 ล้านบาท (หรือ 1.2 %) โดยมีรายได้รวมทั้งสิ้น 59,788.1 ล้านบาท

สำหรับส่วนแบ่งรายได้จากสัญญาร่วมการงาน งวด 10 เดือนของทีโอที ปีนี้อยู่ที่  17,742.4 ล้านบาท ลดลง 927 ล้านบาท หรือ 5 % จากงวด 10 เดือนของปีที่ผ่านมาที่มีรายได้ 18,669.4 ล้านบาท ส่วนรายได้จากการดำเนินงานของทีโอทีในงวดดังกล่าวอยู่ที่ 22,355 ล้านบาทลดลง 516.3 ล้านบาท หรือ 2.3 % จากงวดเดียวกันของปีก่อนที่มีรายได้ 22,871.3 ล้านบาท

อย่างไรก็ดีทีโอทีคาดว่ากำไรสุทธิในปีนี้ประมาณ 5,700 – 5,800 ล้านบาท สูงกว่าปีที่ผ่านมาซึ่งมีกำไรสุทธิ 5,600 ล้านบาท ส่วนรายได้รวมทั้งปีจะอยู่ที่ 70,000 ล้านบาท

รายได้รวมในปีหน้า ทีโอที ตั้งเป้าไว้ที่ 69,000 ล้านบาท แต่หากเศรษฐกิจโดยรวมของประเทศสามารถฟื้นตัวได้ตามที่หลายฝ่ายคาดการณ์ คาดว่ารายได้รวมของทีโอทีจะเติบโตเพิ่มขึ้นจากปีนี้ราว 3 % ส่วนในแง่กำไรสุทธิปีหน้าคาดว่าจะต่ำกว่าปีนี้เนื่องจากทีโอทีมีภาระรายจ่ายเกี่ยวกับข้อพิพาทภาษีสรรพสามิต ประมาณ2,900 ล้านบาทที่ต้องจ่ายในปีดังกล่าว

Finance Ministry hiring consultant for 2G concession conversion

Thailand’s Finance Ministry has announced that it will hire a consultant to study guidelines for converting existing telecoms concessions to level the playing field in the cellular market.

The government previously indicated that it wanted to convert existing 2G mobile build-transfer-operate (BTO) contracts held by privately-owned cellcos into full licences, in a process which is likely to hold up the country’s already-delayed 2.1GHz 3G concession auction.

The ministry’s announcement identified two possible options: converting the concessions into state leases that could then be issued to the present private concession holders; or converting them into shares for state ownership in the private firms. Read the rest of this entry »
